When several pages appear to answer the same search need, the temptation is to rewrite every page or add another one. That usually increases uncertainty. Duplicate intent is a page-system problem: URLs, audience, promise, evidence, internal links, and conversion paths are competing or unclear. Diagnose the decision before choosing an intervention.
1. Describe the competing intent
Write what a visitor is trying to decide on each page. Two pages may share a keyword but serve different jobs, such as learning, comparing, selecting a provider, or requesting a quote. If the jobs are genuinely distinct, overlap may be a navigation problem rather than a duplicate page problem.
Collect queries, landing URLs, clicks, impressions, conversions, and page groups for the same period. Keep branded and non-branded demand separate. A single ranking position is not enough evidence of cannibalization.
2. Build a page-purpose inventory
For every candidate URL, record audience, primary question, offer, proof, CTA, status, canonical, internal links, and owner. Mark whether the page is a service, comparison, location, guide, case study, or support resource.
Google’s canonicalization guidance explains that Google clusters duplicate or very similar pages and chooses a representative canonical. A canonical hint does not decide whether two pages are useful for different users; that remains an editorial and commercial decision.
3. Check whether the overlap is technical
Inspect URL parameters, trailing slashes, HTTP and HTTPS, mobile variants, filters, tags, print pages, and staging copies. Compare rendered primary content, title, canonical, sitemap presence, redirects, and internal links.
If the same page is accessible through multiple technical URLs, consolidate the technical variants first. Do not redesign the content until the URL set is stable enough to observe.
4. Test the audience and promise
Read the opening, headings, proof, limitations, and CTA of each page without looking at the URL. Can a new visitor explain why both pages exist? If not, the system may be using different words for the same promise.
Google’s people-first content guidance asks whether content provides original value, a complete answer, and a satisfying experience for an intended audience. Use those questions to assess distinct usefulness, not to justify a word-count race.

5. Compare internal and commercial paths
Map how each page is reached and where it sends the visitor. Two pages with different copy but the same internal links, CTA, and sales intake may still create operational duplication. Conversely, similar informational pages may be acceptable if they lead to different next decisions.
Ask sales which page or request is easier to qualify. Check whether forms, source labels, and CRM routes preserve the page context. A page that ranks well but generates no distinct commercial action may belong in a broader guide rather than a separate landing page.
6. Choose the smallest intervention

Optimization may change title, structure, proof, links, or CTA. Consolidation may merge evidence into one page and redirect or retire the other. A redesign changes the page system. A rebuild is justified only when the current system cannot support a reliable decision.
7. Protect against false cannibalization
Ranking movement can reflect seasonality, competitors, algorithm changes, demand shifts, or technical problems. Compare query and page cohorts over time and inspect actual result sets. Do not declare cannibalization because two URLs appeared for one query once.
Record confidence and alternative explanations. If the evidence is weak, choose observation and a small test rather than deleting a page that may serve a valuable audience.
8. Run a controlled resolution test
Select one cluster, define the preferred outcome, and keep a before snapshot. Change one primary variable: merge, canonical, internal-link path, page promise, or CTA. Monitor crawlability, query coverage, qualified actions, and any lost audience segment.
Keep rollback materials: previous content, URL map, redirects, canonical rules, and decision notes. A technical signal can improve while the commercial path worsens, so include owner feedback in the review.
9. Decide and document the system
Optimize when the page purpose is distinct and the defect is local. Consolidate or redesign when two pages compete for one decision but their useful evidence can be combined. Rebuild only when the architecture, ownership, or measurement prevents a trustworthy page system.
The final register should show the chosen canonical, retired URLs, preserved audiences, evidence owners, and review date. Duplicate intent is resolved when the user can understand the right page and the business can explain why it exists.
Reopen the decision after major product, market, or navigation changes. A page that was distinct last year may overlap after a new service launches. Keeping the register alive is cheaper than repeatedly rebuilding a site from rankings alone.
Ask one independent reviewer to choose the best page for each representative query without seeing the internal decision. Compare that choice with the canonical plan and sales route. Disagreement is useful evidence: it may show that the pages are technically consolidated but still unclear to a real reader.
