When a page is absent from an AI-supported search answer, the cause may be technical, editorial, commercial, or simply unobserved. Google’s AI features guidance says a page must be indexed and eligible for a normal Search snippet to be eligible as a supporting link, but eligibility does not guarantee that Google will crawl, index, or serve it. Diagnose the ordinary Search foundations first, then test whether the page actually answers the chosen question.
Define the missing observation
Record the exact question, language, country, device, date, signed-in state, and surface where the page was expected. Note whether the page is absent, the domain is absent, the answer is present without a link, or a different page from the site is shown. These are different symptoms.
Use a small fixed query set rather than one improvised search. Generated answers can vary, and a result that changes between observations is not automatically a site defect. Add a confidence field and a “not reproducible” status to the diagnostic sheet.

Segment the query into factual, comparative, diagnostic, implementation, local, and service intent. If the page is targeting a different stage from the observed question, the correct fix may be a better owner page or internal link, not more paragraphs.
Check usefulness and originality
Google’s helpful, reliable, people-first content guidance asks whether content contains original information, first-hand expertise, clear authorship, and a satisfying answer. Compare the page with credible alternatives and ask what a reader would gain beyond a summary of existing sources.
Add the missing contribution: a method, real constraint, worked example, transparent data, decision table, implementation sequence, or proof of experience. Do not manufacture a special “AI paragraph” or copy the form of an answer that another site already owns.
Check extractability without stripping nuance
Put the core answer in crawlable HTML, use descriptive headings, define terms, and make relationships between facts visible. Ensure that important evidence is not hidden behind a click event, inaccessible component, image-only graphic, or login wall. Keep the page readable for a human; an extractable fragment without context can be misleading.
Add internal links to the evidence, implementation, service, or source page. Make the relationship explicit in the anchor text. A page can be relevant but still fail to provide a credible next path for the reader.
Separate missing citation from missing value
If the page is indexed, technically accessible, and clearly useful but never appears in a small observation set, mark the AI-serving cause as unknown. Review query fit, competing sources, freshness, authority, and whether the answer needs a local or first-party fact. Do not claim a technical fix has failed when there is no reliable visibility measurement.
If the answer mentions the domain but links to the wrong URL, inspect canonical signals, internal links, page duplication, and owner-page clarity. If the answer contains a wrong fact from the site, fix the source and its update path before seeking more exposure.
Check freshness and source ownership
Record when the page, underlying data, product, policy, or service was last reviewed. A technically eligible page can be less useful when its examples, dates, pricing, or constraints are stale. Assign an expert and an editor to each material claim, and link to the primary evidence where a reader can verify it. If the source owner cannot defend the page, hold the visibility request until the content is corrected or retired.
Run one repair at a time
Choose one hypothesis: repair indexability, strengthen internal discovery, clarify intent, add original evidence, or correct the owner URL. Record baseline observation, change, date, owner, expected lag, and stop rule. Freeze unrelated edits long enough to interpret the result.
Measure ordinary Search impressions/clicks, page engagement, qualified actions, and answer observations separately. A new citation, a click, and a sales conversation are not the same outcome. Keep “not measured” visible.
