A phone click is not a conversation, a conversation is not a qualified lead, and a qualified lead is not a sale. Google Ads call-quality tracking needs a clear call type, source, duration rule or imported disposition, consent boundary, owner, serviceability check and mature outcome. Build the path before using call conversions for bidding or budget decisions.
1. Define the call decision
Write whether the team wants to measure connection, meaningful conversation, appointment, quote, accepted lead, opportunity or revenue. State campaign, market, number, service, date basis, owner, currency and stop rule.
Separate calls from ads, calls from a website, mobile number clicks, profile calls and calls imported from another system. The same person can create several signals; define which one is authoritative for each decision.
2. Choose the call conversion type
Use Google’s phone call conversion tracking guidance to document which call types are supported, how duration or imported outcomes are treated and which privacy boundary applies. The official setup guidance does not validate the local meaning of a “quality call.”
Record forwarding number, call reporting, website tag, phone snippet, minimum duration, primary or secondary status, counting rule, value, attribution window, time zone and owner. A duration threshold is a proxy; say what it can and cannot show.
3. Test the phone path
Test ad click, landing page, dynamic number, direct dial, mobile click, connected call, voicemail, missed call, after-hours call, wrong number, duplicate call, transfer and callback. Record expected and observed source, number, timestamp and owner.
Check that the page displays the intended number for users who did not arrive through the tracked path. Test translated, local, desktop and mobile routes. A call that reaches a queue without a responsible person is an operational failure even if the platform counts it.
4. Preserve call detail
Use Google’s call-measurement guidance to record available call details, duration and imported outcome boundaries. Keep platform call count, connected call, conversation quality, CRM disposition, booking and revenue as separate fields.

An import gives more control over the local definition; it does not make the disposition complete or causal.

5. Join CRM and sales disposition
Draw ad/click → call ID → contact or account → owner → disposition → accepted stage → opportunity → mature outcome. Test a call forward to CRM and a CRM record back to the originating campaign without guessing from the phone number alone.
Classify sales, support, spam, existing customer, wrong location, wrong service, no response, booked, cancelled and delivered calls. Ask the reviewer to use a written rubric and preserve the reason. A short call can be valuable; a long call can still be unserviceable.
6. Define consent and retention
Document recording, transcription, caller notice, access, retention, deletion, vendor, cross-border transfer and sensitive-data limits. If the account or jurisdiction requires consent, keep the consent state with the call record and do not infer it from a tracking tag.
Keep personal information out of ad parameters. If call imports use hashed or platform-approved identifiers, record the transformation and failure path. A quality dashboard must not become a new uncontrolled copy of call content.
7. Reconcile maturity and capacity
Report connected, meaningful, accepted, booked, delivered, refunded and paid outcomes with a lag label. Recent calls should be open or immature, not failed. Compare by campaign, location, service, owner, daypart and response SLA.
Check queue age, staffing, opening hours, voicemail, callback, appointment slots and service area. A campaign that produces good calls the team cannot answer should trigger an operations repair or budget hold.

Choose LAUNCH, REPAIR, PILOT, NARROW or HOLD.
Write the acceptance test in plain language: a selected call type is recorded, the source and owner survive the handoff, a reviewer can apply the disposition rubric, personal data remains within the approved boundary, and a mature sample can be reconciled to the CRM. If one condition cannot be checked, keep the tracking path in pilot.
Review missed and short calls separately from long and connected calls. A duration threshold may exclude a valuable quick appointment or include a long support conversation. The correct threshold is a local hypothesis to validate, not a universal benchmark.
9. Close with a controlled release
Save conversion settings, number map, tag test, call samples, rubric, CRM joins, privacy decision, capacity note, change point and rollback. Release one campaign or number path first, then compare connected and accepted outcomes after the normal lag.
Google Ads call quality is useful when the business can explain what was counted, why a call was accepted, who responded and what eventually happened. The tracking checklist protects that chain from turning a phone click into a misleading business result.
