Consent initialization controls when a consent-default signal is set in a GTM container. It is designed to run before ordinary tags that depend on consent state. A reliable implementation coordinates the consent platform, the data layer, and tag settings so that the first page request follows the site’s actual consent design.

Set the default state early
Identify which consent categories the site uses and define the default state before analytics or advertising tags execute. The consent platform should update that state when a visitor makes or changes a choice. Do not assume that a banner being visible proves the tag manager received the correct state.
Use the consent initialization event for the default signal and the appropriate update event for later choices. Review tag consent requirements so each tag responds to the categories that actually apply to it.
Test first load and later choices
Test a fresh visit before any choice, then accept, reject, and revise preferences. Inspect the event order and verify which tags fire under each state. Repeat the test after navigation and after a reload because stored preferences can change the initial behavior.
A tag that fires before the consent state is available may send data under the wrong conditions. A tag that never fires after consent may have an incorrect category assignment, a missing update signal, or a trigger that does not match the page.
- Check the sequence of consent default, user choice, and tag events.
- Verify both allowed and denied states in Preview.
- Document the owner of consent categories and tag exceptions.
Treat consent as a system
GTM settings are one part of a broader consent implementation. Confirm that the website, consent platform, analytics configuration, and advertising tags agree on state. Re-test after changing the banner, platform integration, or container because an apparently small update can alter event order.
