Coverage check
A city route cannot become indexable from a generic remote claim; availability and office language are separate fields.
Content check
Each route must answer a distinct buyer decision and pass duplication review.
Release check
Only registered routes can move through candidate, content-ready, QA, noindex and indexable states.

- 0 companies: route absent or withdrawn
- 1 company: use the company profile, not a list
- 2–4 companies: curated shortlist; no stars or top claim
- 5+ verified companies: a numeric model may be considered after methodology review
